Dawn Newsletter, June 2007

There are lots of exciting changes coming up for Dawn in the next few months. We have an admin system that will allow us to change the look of the site and add documents and additional pages so please keep your eyes open for this. We are also still working with local agencies to get their data uploaded onto the site, so if you have anything that you think may be of interest please feel free to contact Laura Beveridge on 01553 616251.

New Key indicator groups
Dawn now includes two ways to navigate through the 1300 indicators available.  Either you can choose no filter, which will return all the indicators in a long list, this can be useful if you are unsure of where the indicator you are looking for may be categorised. Alternatively you can select category and select as before using the existing category/subcategory choices.

Sport England’s Active People Survey now in Dawn
Several new key indicators have been added to Dawn providing details of sport participation and volunteering by local authority.  Data is based on the active people survey which was carried out between 15th October 2005 and 16th October 2006 via telephone survey of 363,724 adults in England.  The survey was commissioned by Sport England and carried out by MORI. The survey asked people about their participation in sporting activities, satisfaction and membership of clubs.  Each LA has at least a sample size of 1,000 respondents, except for Birmingham, Isles of Scilly and city of London. Indicators include participation and volunteering by males, females, people classified as white, people classified as non-white, and amongst the over 55’s.  A model based figure covering estimated participation rates has also been added.  These indicators can be found in the health subcategory.  For further information on this source, please go to: http://www.sportengland.org/index/get_resources/research/active_people.htm

Tip of the month
Dawn contains approximately 120 indicators which are available from SOA through to regional level.  To create an eye catching presentation, you can build the same map at region, sub region, district, ward and SOA level and copy each to a power point slide. Then set the animation to play each of the slides in turn which has the effect of zooming into your area through the range of geographies for the same indicator.

New Local Indicators
Crime data for Q3 & Q4 2006/07
BCS10 crime comparator indictors appear with data from Quarter 3 and Quarter 4 2006/07 at a ward level. These figures are based on number of reported incidences to the police. These can be found in the Crime subcategory.
Proportion of Second/Holiday Homes
The proportion of households per ward that are second or holiday homes taken from Council Tax records. This data was taken on 21/5/07 and therefore is as up to date as possible. There are no figures for wards within Kings Lynn and Downham Market as the data is collected at parish level and aggregated up to wards. As there are no parishes in King's Lynn or Downham Market this wasn't possible to do. Results can be found in the housing subcategory.
Total Number of Visits to Lynn Museum per 1,000 population
The number of people visiting the Lynn Museum between April –Jan 2006/07. At this time the museum was free to visitors as work was taking place, this data will be collected again once the Museum begins to charge so the results can be compared. Results are at a ward level and can be found in the Services and Amenities subcategory.

If you have any data that you would like adding to Dawn then please feel free to contact Laura either via email or on 01553 616251.

Updated National indicators
Alcohol related deaths
The number of deaths directly related to the consumption of alcohol expressed as a proportion per 000 residents. This indicator includes disease, poisoning and mental and behavioural problems related to alcohol.  Please note, this data excludes alcohol related suicide, road traffic accidents and murder. Data is released by the Office for National Statistics at a local authority district level and regional level.  Data is available to 2004 at district level and above in the health subcategory.

Anti-social behaviour orders
The information is based on details from individual courts which is collected centrally by the Home Office.  The data is therefore of good quality as it is based on actual records.  The data does not include refused ASBO figures however, only a count of ASBOs issued in the area. Data covers the period January - December 2005 and is available within the crime subcategory at district level and above.

Business survival rates
The IDBR is a register of 2.1 million of the 3.8 million UK VAT/PAYE registered businesses. This data has good overall coverage - although this data on shows VAT registered companies and thus excludes many small businesses and 'one man bands'.  Data covers 12, 24 and 36 months.  It is available at district level and above for 2005 and can be found in the businesses subcategory.

Business by turnover size and by age
Data used in this indicator is based on a snapshot of results from the Inter Departmental Business Register (IBDR) on 18th March 2005. The IDBR covers 2.1 million of the 3.8 million businesses in the UK.  Turnover is calculated from this based mainly on VAT returns.  Data covers seven turnover bands for 2006 and is available in the businesses subcategory.

Claimant counts
Claimant statistics have been updated to April 2007 at ward level and above.  The claimant count measures only those people who are claiming unemployment-related benefits (Jobseeker's Allowance). Overall, the data is a good account as it is based on administrative records.  Results can be found in the labour market subcategory.

Council tax band D
Results are based on 1991 classifications from the valuation office records.  Domestic properties and dual purpose properties (business and domestic) are included, however business properties are not included.  Results based on administration records are generally of good quality.  There are eight classifications overall with category H denoting the highest value property.  This indicator can be found in the Prosperity and Wealth subcategory for 2007/08.

Fire statistics
This data is provided by the Fire Statistics Research Division.  Information is based on primary fires attended to and recorded by fire services throughout England.  The data omits some fire incidents that were unable to be geo-referenced.  The data also excludes fires occurring during industrial action throughout this period.  The data is of good quality, although it is based on forms filled out at the scene by fire services, therefore there may be different interpretations of intent/type of building and so forth.  Data covers 2005 and is available at district level and above within the environment category.

Previously developed land statistics

Natural beauty and natural environment scores
Both indicators have been updated, with revised definitions so please note this new data is not comparable with previous years results. The natural beauty indicator includes Areas of Outstanding Natural Beauty; Blue Flag Beaches (denoting high quality beaches); heritage coastlines; ancient woodland; nature reserves; national park designations and designation as an environmentally sensitive area.  The higher the score, the more natural beauty in a given area. The natural environment score indicates the quality of an areas physical environment.  The composite is developed by combining Natural Beauty, Tranquillity, Average weather, air quality, green flag awards and green space. The higher the score, the higher the quality of the natural environment. These indicators can be found in the natural environment subcategory.

Gross Value added statistics
Gross Value Added statistics are provided as an overall figure by area, also per head and is also used within several key Local Futures composite scores. GVA at Nuts level 3 is provided by Regional Accounts which is an annual release of key economic statistics at Nuts level. Care must be taken when interpreting the data at district level as all areas within a particular Nuts 3 area as results have been created based on an income weighted score.  Figures at sub-regional and regional level are more robust.  Data is available for 2004.

Commercial and industrial floor space statistics
This data is taken from the administrative databases used by the Valuation Office Agency, collected in the process of assessing the value of non-domestic property.  Maintaining and updating this database is a legal requirement of the Valuation Office Agency and ensures that this data is very accurate.  Data covers both proportions of floor space by type, area and also change figures are provided.  This data has been updated to 2006 at district level and above and is in the Commercial and Industrial Property subcategory.
